By the way, I do want to clarify something.

My ultimate hope is not that the non-custodial parent goes to jail.  I hope he adheres to the agreement he signed with the court, and comes up with the just over $800 before the next court review date as agreed to in court.

Ultimately it’s not my decision, it’s up to the NCP and the judge what happens if child support isn’t paid.

Supervisor Bates wants to improve ‘customer service’ by all agencies, including Sheriff’s Department

Officials often talk about improving “customer service” in government agencies, but reforms typically are slow going given that there are no real customers in government. The private sector, based on voluntary transactions, has true customers, who can choose to shop elsewhere. Government – as George Washington and the nation’s founders liked to remind us – is about force. Those in government have power over those outside it. This relationship is more of one between a ruler and his subjects than one between a business owner and his customers. Furthermore, government workers have unions and civil-service protections that make it difficult to punish misbehavior, let alone bad service.

But it’s still a worthy endeavor for elected officials to try to reform the permanent bureaucracy. And so we applaud a modest idea by Orange County Supervisor Pat Bates to implement a customer-service improvement program for all county agencies, including the Sheriff’s Department. It’s a two-part proposal.

The first part is called the Police Community Reconciliation Program, which “will assist community members in navigating and understanding the OCSD [Orange County Sheriff's Department]complaint process and offer an opportunity for deputies and diverse community members to come together with the guidance of a mediator to resolve complaints.”

The second part is the Customer Care Tracking System, which “will expand the existing feedback option currently available on the county’s Web site for online submission of compliments, service requests or concerns.” That system is for all county agencies.

Recently, the board approved the creation of an Office of Independent Review, which is designed to provide outside oversight of Sheriff’s Department investigations into allegations of abusive behavior by deputies. This panel, approved in the wake of the brutal beating death of John Chamberlain in the O.C. Jail, is designed to deal with allegations of criminal conduct by sheriff’s employees or ones that could result in serious disciplinary action. The county approved that plan, which will be run by a small professional staff, over a civilian oversight proposal that would have been run by community members, for a variety of reasons including a state Supreme Court ruling that limited the access of such panels to law enforcement personnel records.

In our discussion with her last week, Supervisor Bates said the goal of the new program is to deal with more minor complaints that shouldn’t take up the time of an OIR. Currently, the Sheriff’s Department and police agencies have complaint processes, but in our experience citizen complaints are not treated seriously. For instance, the only requirement a police department has is, after a period of time, to tell the citizen whether the complaint has been “sustained” or “not sustained” – that applies even to complaints of a serious nature. And police agencies have a more formal process for dealing with complaints than other county departments.

The deputies union opposed the proposal, which is no surprise given its retrograde opposition to the Office of Independent Review and to other reforms. Supervisor Bates agreed to pull the matter for 30 days to give the deputies more time to evaluate it, but she intends to bring it back for a vote. This idea deserves widespread support.”

The Bank

Today when we went to the bank, there were no other customers when we first walked in.  They are a friendly sort of bunch, and my daughter told everyone that “last time I was here, I had a total meltdown.  I won’t have a meltdown this time.”

She made everyone laugh, three of them told her, they remembered it!

Much better visit today.

Grandma is coming soon!

Since we moved here 2 years ago, we have seen my mom one time for a couple of days last year.  We talk every day - several times a day, but it’s just too hard to find money to go up for visits.  She and my brother are coming down for a visit.  My daughter and her grandma have a very fun relationship.  I tease that my mom babysits from afar.  When my daughter wakes up, the first thing she does is bring me the phone to call Grandma.  Grandma reads several stories to her, and keeps her company until I can finally pry my eyes open.

So we will be busy cleaning, and making cards and special treats for our loved ones.  My brother is disabled - he’ll be getting Hyperbaric Oxygen Treatment to see if it makes a difference so long after his injury.  It’s a little like living with Rain Man sometimes, but my daughter adores him, and it teaches her (and me) opportunities for extra kindness and patience.  It also exposes her to people “less abled”  and that we love them so much - our value is in being one of God’s creations, not in our human perfection.

For now, I guess the child support “stuff” is on hold until April with the next review date.  As of today, the 28th, I’m not aware that the complete payment for March has been made - and we’ll see what happens next month.  At some point there will have to be an accountability to the agreement that was signed and what is done.

Cost of raising children….

WASHINGTON (Reuters Life!) - Middle-income families can expect to spend $204,060 on feeding, housing and schooling a child born in 2007 until his or her 18th birthday, the U.S. government reported on Monday.

Child care and education costs will represent a larger share of costs for raising the ‘07 baby through adulthood than they have in the past, the Agriculture Department said in an annual study on child-rearing costs.

“The cost of providing food decreased from 24 percent to 17 percent of total child-rearing costs, while child care and education expenses increased from 2 percent to 12 percent,” the department said.

Housing will be the single largest cost for U.S. families — making up 33 to 27 percent of total expenses across income groups, USDA said.

Factoring in inflation, the grand total for middle-income families comes to $269,040, USDA said. Total costs also include transportation, health care, and other necessities.

Child-rearing costs have soared since USDA began conducting its annual study in 1960, and can vary dramatically according to a family’s income.

Families making less than $45,800 before taxes can expect to spend less, $148,320 in real terms over the course of their child’s first 17 years. Those on the other end of the income spectrum, making more than $77,100 a year, will spend $298,680 in 2007 dollars on raising their ‘07 child.

Even though the study does not include the cost of college, USDA found that children get more expensive as they get older. Teenagers were the most costly.

The department also noted that child-rearing costs are the greatest in the urban West, and lowest in the urban Midwest and rural areas across the country.

Resurrection Thoughts

In most protestant churches - Mary, the Mother of Jesus is a side note of the Story of Jesus. They seem to go to an opposite of what is viewed as worship of Mary in other circles. I think the movie The Passion was the first time I really got it - how pivotal she was to Jesus, and part of his life. I loved how they had a wonderful (and humorous) relationship.

I cannot fathom how she was able to watch her Son and Savior be crucified, except of course, she knew the rest of the promise had to be as correct as the first part.

Of course the Resurrection is the most fantastic promise ever kept!
